Saula is a Mercane merchant; 12 ft tall, blue, and very smooth.  He has lots of lovely shiny things to sell you (and information too!).  He specializes more in items and scrolls, though he has a cousin who does weaponry.

He resides and does brisk business in Sky Reach in the Plane of Air.
