He can pass edicts and laws that take effect across all states in the country, making him the effective leader. The Land of Ost is the largest state in the country and he leads it. 			The Ailands are expansionist in nature. The Alliance has a weak military, so they rely on their economic potential to make friends. Compromising between states is also vital to prevent conflict.

			Economic diplomacy is the main tactic. The largest country in the world, the Ailands has a large workforce available for importing products.

			Candidates for states are offered large deals and bonuses in exchange for joining the union. The state sends a representative to vote on major issues.
