Jutestream is a small kingdom of merfolk on the Plane of Water. It is built on a number of large land masses that are woven together with kelp and other structures. Many many statues line the edges of the land; they are golems made to protect the city. They can only be commanded by someone wearing the Crown artifact.

The merfolk on the Plane of Water have a rigid caste system. They are ruled by the warrior caste, and the priest and mage castes advise the ruler. The warrior-rulers defend the city from threat, and there's usually plenty of danger to go around. Unfortunately, an archmage recently got into his head that he was totally better suited to ruling the people. This has ended (predictably) terribly. He is a bad naughty paranoid dictator.
