(GM) Chad S. (GM): How do you guys react? They are still a few hundred feet away from your position.

Vegeta: Claire... want to deal with them? I'm sure beating them to a pulp won't bode well for our trip in later

Chris: Yeah, we're trying to re-establish trade routes and potentially rally some support for a joint attack on the warlords.

Welcome to Fisherman's Wharf!

 
Welcome to Fisherman's Wharf! Unsurprisingly this is mostly a fishing village.
Small houses dot the landscape, especially those near the pier. The hill you saw in the distance is a cliff overlooking the ocean.
Many villagers appear to take a look at the newcomers. Some seem surprised, others suspicious. A few are quite excited.
You are brought to the militia's headquarters, where banners adorn the halls. All bear the sigil of a green tinted dragon.
You are told to sit in a room and wait. A few minutes later, Captain Ferras arrives.
Captain Ferras: Greetings, everyone.
Captain Ferras sits down
Captain Ferras: So, tell me what brings you here.
(GM) Chad S. (GM): Welp, time for a meeting.
Cat: yay meeting!

Captain Ferras listens to your proposal.
Captain Ferras: For now, we are doing well and require no assistance. Besides, we've heard rumors about Dragon Breakers trying to make their way up here. The Great Dragon has protected us for almost a decade... we'll not betray her.
Feel free to spend some time in town, make yourself comfortable.

Even if you might not need anything now, we are reopening trade routes to the interior of the continent. You may find high demand for your fish on the interior.
We understand that there are mercenary groups that have been plaguing the towns throughout this land. We're planning to launch an offensive against them, and we wanted to know if you would be willing to offer any military support in a joint effort to fight them.

Captain Ferras: The rain isn't the Great Dragon's fault.
We've seen citizens from other cities try to form resistances. We got lucky Selvaydon moved in to the top of the hill, here.
Other towns were either destroyed or they got the remains of their leaders.
Enjoy your time here. When those other trade routes are open, maybe we'll talk about fish sales.
Now then, I have cadets to train. Be on your way.
And with that, Captain Ferras finishes up. The guards escort you out of the office.
A light rain drizzles over the city.
(GM) Chad S. (GM): Where to next, folks? You met the militia, but not much else.
Hernz: sounds like they don't want to form a resistance... which veg is happy with anyway
Vegeta: [party] probably for the best they don't get involved... they'd get in the way anyway
Fi: Anyone else want to meet the dragon?
Also, should possible talk to the civil leader rather than just the military leader. (Assuming they're different)
Hernz: Veg wouldn’t mind meeting the dragon. From tales, they’re a sight to be feared... he should be able to hold his composure...

(GM) Chad S. (GM): From asking around in the town, you discover a bit about the town.
The Great Dragon serves as the de facto leader, although she leaves the day-to-day duties to the Militia.
There was a mayor, but he was killed in a thunderstorm over ten years ago, before the dragon moved in. The mayor's son is still alive, in town.
Technically, you're supposed to get the militia's permission to meet the dragon. She's up on the cave on top of the cliffs overlooking the sea.
If you want, you can get permission or you can sneak up there. Either way:
The party leaves the city limits and goes uphill. The rain has picked up a bit from drizzle to a light rain.
As you go uphill the distinct smell of raw fish wafts into your nostrils.
As you reach the top, you find a single horn protruding from a dragon covered in scales the color of emeralds.
A gigantic eye the size of your forearm opens up as the creature wakes up.
(GM) Chad S. (GM): You're about 240 feet from the dragon. If you want to get closer, I'll need a DC 23 Will Save vs Fear.
If anyone wants to ID the dragon, give me a K. Arcana check, DC 30.

Hawk knows instantly this is an Old Green Dragon. These creatures usually claim domain over forests, but they can breathe water as well as they breathe the air.
(GM) Chad S. (GM): With Nidri's help, Hawk can ask one more question.
The eye opens up, and a 20 foot tall dragon emerges. She yawns.
Selvaydon the Great Dragon: Newcomers? Leave the food here.
Where is my fish? I can't protect you on an empty stomach!
(GM) Chad S. (GM): Well, you got the dragon's attention. What do you do from here?
Cat: fi asked about meeting the dragon...i'm'a let fi talk.
Hernz: Fi is afraid and likely is the one that can't talk to it lol
Chris: Sorry, I didn't pull my laptop out all weekend.
Fi wanted to know a few things if possible: Why the dragon took up residence here. How long it was planning to stay. If it knows what is causing the weird weather and elementals nearby.
That weather is going to be an issue with opening up a trade route.
Also, would be helpful to know if the dragon would help us in an offensive against Freeza or would stay completely out of it.
Don't want to beg for help, just curious.

Everyone who failed the save is frightened for 16 rounds and must flee. But you're not sure how long she will tolerate your presence, so you'll need to placate her quickly or back off.
Vegeta: And perhaps once you are as great a warrior as myself, others will know your name at a glance as well, dragon.

Now then, let's see... can you believe some idiots came into MY forest and tried attack me? I've been in a turf war with that idiot fairy , and now some more tiny folk run around, wearing fake Vegeta armor?
I come here and I see an impressive cave, and a group of mortals begging me for their protection. They want to be ruled, they want commands, and so I commanded them.
Taught them what I know about defense. Made their militia actually competent.
And scared off the enemy elite unit, their... Ginyu Force or whatever.

Selvaydon the Great Dragon: The people of the wharf pay me with two things: fish and a cut of the profits. I'll take both and keep defending them from this Frieza until he dies.
The rain is rather unusual, but it's not by Frieza's hand so I don't care.
I don't plan to leave this village for quite some time. It's quite profitable here.

As you return, you see the town guards and crowds of people in the Fishmonger's Market.
It's clear the guards are investigating a murder. A man killed in the middle of the road, during a rainstorm.
Vegeta notices some of the villagers seem more upset about the guard than the murder itself.
Vegeta also notices other villagers notice the party and are checking notes.
Hernz: Let’s check this out. Maybe leads to one of frieza’s goons

(GM) Chad S. (GM): Vegeta thinks some of the villagers are rather excited by the newcomers. Others seem suspicious, maybe even paranoid that these new people arrived just before another murder occured.
Cat: oh boy, murders again.
George: That seems to happen to us a lot. We show up somewhere and people start dropping dead. Correlation != Causation
Chris: Fleir, haven't I told you to stop doing that?
Also, I love how having Vegeta in the party gets us into more trouble with the locals than bringing a big wolf with us.

Curiously, the town guard seem to be more focused on preventing a riot rather than protecting the body. You have no trouble investigating it.
A man, in his late 20s/early 30s. Seeming cause of death: drowning? You see way too much water coming from him.
Eventually, the crowd scatters, mumbling about how useless the guards are.
It looks like you have 2 interested parties: one group is suspicious of you, and the other seems excited by your presence.
Vegeta: [group B] can we help you?
Cat: mm. first, weird rain and water elementals, now a suspicious drowning.

The group of excited people quickly usher you away from the scene of the crime.
They lead you down the streets into a building on the outskirts of town.
Sellan Feramis: My name is Sellan. Last name Feramis. I'm so glad you came. Follow me. Spies are everywhere!
Inside the building, you find people of all sizes and ages. All of them are reading books about the basics of magic, the secrets of fortune telling, and some spend their time drawing an elven woman wearing tattered robes.
Sellan Feramis: Everyone, look! It's the five travelers, with the large wolf! Just as she fortold!
The people in the building are quite excited. They stand up and crowd around you. Although some are quite confused by Darius's appearance.
Darius Kolphan keeps his mouth shut and simply waves
Sellan Feramis: Is- he with you? Shavanni the Sage said there would be five of you, here to save us.
The last mayor died over ten years ago. These people from the army of Frieza- they wore strange clothing. They overran us during a horrid thunderstorm.
And then that dragon scared them off, but she just demands tribute. It's working us to the bone.
Shavanni came here and told us she would fight the dragon for us. Did she tell you what happened?
(GM) Chad S. (GM): Feel free to ask Sellan questions about the town.
Fi: Shavanni... Oh right, we met her in the Krimson Forest. I think the Dragon Breakers mentioned she was hunting the green dragon.
Haven't seen her in months though.
The fan club murmur about themselves with a mix of confusion and worry.
Sellan Feramis: She must... she must be planning! Carefully!
If she is too open about defeating the dragon, that strange army will attack us during the confusion. Yes, that's it!
Fi: When did you see her last?
Sellan Feramis: Maybe a month ago? We have to meet her here in secret. It's why our home is so... not well furnished.

Fi nods.
Fi: Well, we are planning to deal with Frieza. The dragon's protection should be unnecessary after that.
I'm also concerned over the strange storms happening nearby. We encountered some water elementals on the way here. And it seems there may be some effects in the town as well?
Most of the people fall silent when Fi mentions the rain. Sellan loses some enthusiasm.
Sellan Feramis: The rain... it wasn't always this bad. Sure, we're a fishing village. Sometimes a storm hits us during the summer. But this...
Ever since the mayor died, we've had bad storms. Each storm seems to leave someone dead. I've seen their faces; it's like they drowned at sea and were transported here.
And the worst part? The militia can't be bothered to investigate. "The time we waste investigating one death is time Frieza gains to overrun us" or such nonsense.
The mayor's son, he's gone mad, I say. He and his friends on the Pier, they're always scheming and plotting their revenge against the rain.
Ha! How do you fight the rain?
Sellan Feramis laughs, and several members have a chuckle
Sellan Feramis: Well, maybe Shavanni could. We will continue to wait for her so she can save the town. Hopefully she does so, quickly...
The mayor's son is usually at Pier 17. You can visit him and see how broken he is.
Fi: Yes. We should do that.
How did the mayor die?
From the storm or just during?
Sellan Feramis: It's not.. clear how he died. Some of Frieza's men had broken into the mayor's villa and threatened to kill him unless the militia retreated. Then a tidal wave hit the building and flattened most of the structure.
The enemy and the mayor were swept out to see, and that's the last we saw of them.
Frieza's troops laid siege to the city, taking whatever they wanted- whomever they wanted. Until the so-called "Great" dragon flew by and chased them away.
She didn't care much for collateral damage, but she did demand money and food from us in exchange for protection.
Fi: So Selvaydon has been here since that time 10 years ago?
Sellan Feramis nods
Chris: Ok. I'll take a break to let others ask questions. Then we should see the mayor's son.
Vegeta: [party] heh, we might get shot at that dragon too... that should be fun... but frieza first
You have any leads on Frieza?
Hernz: side note, I forget what shavanni did in battle... did she fight? forget if she was an npc who fought with us... sorry

Sellan Feramis: Frieza? Ah yes, that barbarian. Shavanni told us he and their men overtook some kingdom in the east and use it as their homeland.
They've grown quite large, and they're recruiting mercenaries around the continent.
They haven't been around since that dragon scared them out. Her appearance is a mixed blessing, I guess. But if Shavanni can drive out a dragon, then she can drive out Frieza!
The followers cheer, full of hope again.

Velos Crabcracker and the wannabe rebellion

 
The party makes their way to the pier, asking about the mayor's son. They are quickly directed to Pier 17.
It's quite rowdy at this pier, with fewer quiet villagers and more boistrous braggards. And more seafaring folk. Dockworkers, Sailors and Fishermen acting tougher than they need to be.
One human in his early 20s sports a variety of scars and is standing atop a crate. With a scimitar in one hand and a tankard of ale in the other, he tells a tale of how his men sailed through one of the worst storms in the last year.
You know the man's name is Velos Crabcracker, and everyone promptly notices you.
Velos Crabcracker: Well well, it's the newcomers! Are ya done with Sellan and his wimpy wishers? Hopefully you didn't see Captain Ferras and the stick up her bum that dragon gave her!
Finally came to join the winning team? I'm Velos Crabcracker, son of the late great Mayor Crabcracker.
The crowd takes a moment of silence to mourn the fallen mayor.
Velos Crabcracker: Who are you, and what brings you here? Are you Dragon Breakers, by chance? Keep that on the down low if you are.
Vegeta: [pre-crabcracker] He DARES make my kingdom his home?! Oh Frieza, you are a dead man
Fi: Uh, unless you're from this continent, I don't that's the kingdom Sellan was talking about.
Chris: If I recall, there was a Dwarven Kingdom to the East that was our next stop.
Fi: We're representatives of the East Ferren Trading Company. Our primary objective is to open trade routes for our goods. To reach our objective, we tackle barriers that stand in the way.
We're currently seeking allies around the continent to take on Frieza and his mercenaries.
We also noticed the strange storms that have been brewing since we arrived here. We'll probably need to do something about those as well. Not good for trade.
Chris: Perhaps Hawk could cover for my bluntness.
George: Err, diplomancy to the rescue?

Fi is blunt, but Hawk manages to explaining it in a natural manner.

These storms started ten years ago. My papa was the last REAL leader of this town. He knew how to keep the fishing and shipping business alive.
But the storm hit just as those... fiends came from Vegeta. They gave us the option of obedience, or death. My papa chose death- their death!
The doc workers cheer!
Velos Crabcracker: They chased him to his home by the coast. He told his little boy to flee, and he held a last stand. Just then! The sea rose up and swallowed him, Frieza's goons and the house away!
I never forgot his sacrifice, too bad others did. As soon as the dragon showed up the military bowed their heads to their new master
Well, I've been training our forces. We're going to get freedom from that Dragon, freedom from the corrupt militia, freedom from those hopeless losers waiting for a miracle.
Freedom or death!
the workers cheer loudly, excited!
Velos Crabcracker: Now, about the storm. Someone's behind it. Everytime we get a storm like this, someone winds up dead and no one seems to care.
Someone is setting up these storms, I swear. I thought I saw a woman once, made of water. But she knows how to hide.
I know you guys are Dragon Breakers. You get rid of the Dragon and ensure our safety against Frieza, and you've got my full support.
But if you're going to leave us, then we'll fight them all!
So, what say you?
Vegeta: I was planning on taking Frieza down anyway... consider it gratis
Chris: Can't say Fi wants to take on the dragon right now. Would be more interested in figuring out the storms and dealing with Frieza first. Dragon after that? Maybe with the breakers involved?
Or do we deal with dragon first, then get support from this town to deal with Frieza...
I feel like Frieza is the more immediate threat. How strained is the town right now dealing with the Dragon's tribute?

Velos Crabcracker: That's what I want to hear. You take Frieza down and we'll deal with this dragon.
Taxes have been increasing lately, to pay for the militia, so they can keep feeding the dragon. We've lost plenty of business due to increased tariffs. Fishermen would rather sail around the continent than deal with us.
I don't know how to deal with the storms- I've only seen this woman once in my ten years here. Your best bet would be to keep watch, but good luck on loitering around. The militia keeps a look on any suspicious loitering.
As for Frieza, there is a training camp a few days outside of town. I've heard the Ginyu Force are stationed there, training new recruits. I've heard they are quite tough, but maybe you'll have better luck.

What was she about, anyway?
If that was the water witch, is this her home?
Some of the hollowed shells are used by small vermin as nests. Some are full of seaweed, stones, and anything else that washed ashore.
One of the shells looks plain, but further inspection reveals an illusion.
Heading inside, you find the inside of the shell is much larger than it should be. The interior is filled with books about magical study, in particular transformation and divination.
There are also a pile of personal notes left throughout the room.
(GM) Chad S. (GM): Option A: Search through the arcane books.
Option B: Search through the personal journals.
Option C: Search the room for hidden stuff.
George: Can we split it and some of us do each thing?
Or does the whole party have to do one of those three options?
Hernz: veg will take searching for hidden stuff... doubt he can help with the others
Meghan: My spellcraft is higher than my perception so searching the arcane things is my jam

Nidri and Claire read through Shavanni's books on manual theory. They both know it talks a lot about transmutation and predicting the future. Claire understands the basics, but Nidri's research reveals much deeper insights.

Vegeta does what he does best- scan the room for hidden items. The mugs used to have some drink inside, but almost all of it has evaporated. Open ink bottles dot the tables next to her journals.
Vegeta finds a hidden doorway to what seems to be a bedroom, clothing and bedding scattered about. He isn't able to make full sense of it.

Whatever happened here, it must have been a great surprise.
